Gordon is a partner at Morrison & Foerster (International) LLP. Gordon focuses his practice on advising clients about intellectual property, licensing, outsourcing, and technology transactions.He has advised clients in the IT, telecommunications, financial services, manufacturing, and energy and life sciences industries on a wide spectrum of technology-related matters. His practice ranges from major projects, such as the establishment of the entire technology infrastructure for a new national PRC bank, to the creation of a new Singapore-based outsourced design, manufacturing, and logistics system for a global footwear company.Gordon has particular experience in cross-border commercial technology transactions in Asia and has worked with clients on a variety of projects, from traditional technology transfer arrangements to complex collaborative development relationships. Tim is managing partner of Morrison & Foerster’s Hong Kong office. He is also head of the firm’s Hong Kong Litigation Department. Timothy Blakely

Managing Partner, Hong Kong

Chen is a partner whose practice focuses on government and internal investigations, cross-border enforcement matters and commercial litigation. He has extensive experience advising on U.S. economic sanctions, anti-money laundering, Foreign Corrupt Practices Act (FCPA), securities and accounting fraud, and related governance and corporate compliance issues. Chen also has extensive experience conducting compliance due diligence and designing compliance programs for clients in connection with private equity portfolio investments, M&A and IPO transactions. He also has experience in U.S.-based civil litigation involving Asia-based defendants. In addition, Chen frequently guides corporate and financial institutions clients through risk management issues associated with state secrecy, data privacy and cross-border data export control.His clients include major state-owned enterprises, multinational corporations and individuals from various industries including banking, pharmaceutical, technology, entertainment, insurance, consumer retail and hospitality, with a particular focus on China, Japan and Southeast Asia.Chen has been recognized as a Future Leader by Who’s Who Legal Investigations 2019 - 2022.Chen is a frequent presenter at legal conferences and client workshops relating to anti-corruption, economic sanctions and white-collar enforcement.Prior to joining Morrison Foerster, he worked in the Hong Kong and New York offices of a leading U.S. law firm. B. Chen Zhu

Matthew’s practice focuses on the tax structuring of cross–border M&A transactions and corporate reorganizations, particularly involving the United States, China, Japan, and the rest of the Asia–Pacific region. He also regularly advises U.S. and Asia–based fund sponsors and institutional investors on tax issues related to the formation of, and investments in, private equity funds, venture capital funds, real estate funds, and other co–investment vehicles and alternative investment products.Matthew also has extensive experience advising leading insurers on warranty and indemnity policies for M&A transactions in Asia and the United States. He has represented multinational corporations and funds in transactions across more than 30 jurisdictions. Matthew advises clients from a wide range of industries, including consumer, energy, health care, media, natural resources, real estate, technology, and telecommunications.Matthew is a Registered Foreign Lawyer with the Law Society of Hong Kong.While at Columbia Law School, Matthew was a three–year Harlan Fiske Stone Scholar.
