Damien is a partner in the firm’s Government Contracts & Public Procurement practice. She regularly assists clients with assessing compliance risks across a broad range of issues and developing strategies to mitigate risks. She conducts anti-corruption, human rights, and compliance-focused due diligence in connection with acquisitions and other transactions, and provides day‑to‑day counseling on a broad range of compliance issues.Stacey’s practice is focused on pro-active compliance risk mitigation and counseling. She works with legal and compliance teams, executive leadership, and boards of directors to assess compliance risks across organizations, and to assess whether existing compliance programs and controls are sufficient to address identified risks. She assists with ESG risk mapping exercises and human rights impact/saliency analyses, as well as compliance program benchmarking exercises. She helps companies from start-ups to large global companies develop and enhance compliance programs, and assists with the development of strategies to stay ahead evolving legal regimes and enforcement environments. Stacey leverages her master’s degree in human rights to advise companies in connection with not only avoiding corruption, human rights, and other ethics and compliance risks and issues, but also in developing effective mechanisms to remediate such issues if they arise.When issues do arise, Stacey also leads corporate internal investigations spanning a broad range of issues, including bribery, kickbacks, embezzlement, self-dealing, insider trading, accounting fraud, economic espionage, and health care fraud. Stacey advises clients related to these issues in jurisdictions around the globe, including in North America, Latin America, Europe, Africa, Russia, India, and Asia-Pacific. She also represents clients in connection with SEC and DOJ investigations and enforcement proceedings, and in complex commercial litigation involving False Claims Act, civil RICO, and antitrust matters.Stacey was named to the 2018 list of the “Top 40 Under 40” lawyers in California by the Daily Journal and was also recognized by the Daily Journal as being among the “Top Five Associates to Watch” in California in 2013. She was recently shortlisted for Compliance Lawyer of the Year as part of the 2020 Women in Compliance Awards. These cases include a class action on behalf of veterans who were exposed to chemical and biological substances during their time in service as a result of secret human testing programs conducted by the United States military along with an action brought on behalf of veterans with post-traumatic stress disorder against the Department of Veterans Affairs for failure to provide statutorily mandated benefits and healthcare to returning troops. She has also been involved with proposed legislation relating to veterans’ rights and consults on a number of other matters (judicial and legislative) related to veterans’ rights. Stacey has also handled a number of other pro bono matters, including advising an anti-corruption organization in The Gambia about proposed anti-corruption legislation and working with the Northern California Innocence Project in an effort to secure the release of a prisoner who has been serving 24 years in prison for a crime he did not commit.Stacey was the head of Morrison Foerster’s San Francisco Litigation Department for five years. Stacey Sprenkel

Nicole Giles is an associate in the Government Contracts practice in Morrison Foerster’s Washington, D.C. office.Nicole represents government contractors on various contract matters, including mergers and acquisitions, bid protests, contract claims and disputes, and compliance issues. Before joining the firm, she worked as a government contracts associate for a leading law firm and clerked for the U.S. Civilian Board of Contract Appeals.Nicole’s experience includes advising on mergers and acquisitions involving both the purchase and sale of government contracting concerns or related assets, including performing due diligence and negotiating purchase agreements; prosecuting and defending bid protests before the U.S. Government Accountability Office (GAO) and the U.S. Court of Federal Claims (COFC); representing government contractors in disputes with the federal government, including appeals of contracting officer final decisions to the Armed Services Board of Contract Appeals (ASBCA) and Civilian Board of Contract Appeals (CBCA); and counseling clients on various compliance issues, including those involving the Service Contract Act (SCA).Nicole graduated magna cum laude from Gettysburg College with a B.A. in History and Philosophy. She earned her J.D. from The George Washington University Law School. Locke Bell is a partner in the firm’s Government Contracts & Public Procurement practice.Locke is a recognized authority on intellectual property in government contracting, which he teaches as an adjunct professor at the George Washington University Law School. Locke is a trusted counselor, litigator, and strategic partner to technology-driven clients as they engage with the U.S. government and others in the complex landscape of public procurement, grants, and government-sponsored initiatives, including nontraditional acquisition methods such as other transaction agreements (OTs or OTAs), cooperative research and development agreements (CRADAs), and the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. He represents clients across all industries, including aerospace and defense, commercial software and information technology, and healthcare, pharmaceuticals, and biotechnology, on issues that arise throughout the full lifecycle of engagement with federal, state, and local governments.As a litigator, Locke represents clients in data rights challenges and claims related to patent and copyright infringement, trade secrets misappropriation, and reverse-FOIA disputes, as well as complex contract claims, bid protest, and civil fraud and qui tam actions under the False Claims Act. Locke also regularly advises clients on government contracting issues in transactional matters, having guided large and small businesses, private equity firms, and entrepreneurs through more than a hundred mergers and acquisitions. He is a skilled negotiator of commercial and noncommercial licensing agreements, contracts and subcontracts, and teaming agreements, and he is intimately familiar with selling commercial software and other products through the GSA Federal Supply Schedules and other government-wide acquisition vehicles, such as NASA SEWP and DoD ESI, having acted in an in-house capacity on secondment to a large, publicly traded commercial software company.Locke has been recognized as a Rising Star by Law360 and the National Law Journal. Locke is also involved in the American Bar Association, where he formerly served as co-chair for the Intellectual Property Committee of the Section of Public Contract Law.Locke holds a B.S. in mechanical engineering from the University of Virginia and previously worked at the U.S. Patent and Trademark Office as a patent examiner, specializing in mechanical arts. Locke Bell

Anthony Krueger is a corporate associate based in the firm’s Austin office.Anthony represents clients in a variety of corporate and securities matters, including mergers and acquisitions, venture capital financings, as well as general corporate governance and compliance matters.Anthony has extensive M&A experience representing buyers and sellers in complex transactions, including stock sales, mergers, asset sales, leveraged buy outs, spinoffs, and recapitalizations. He also advises venture capital firms, entrepreneurs, and emerging-growth companies in financings, ranging from pre-seed to late stage investment rounds, entity and fund formation, and other corporate transactions.Anthony’s clients include private and public companies, institutional investors and emerging-growth companies in a variety of industries including technology, energy, biotechnology and food and beverage.Anthony served as a judicial intern for the Honorable Helene N. White in the United States Court of Appeals for the Sixth Circuit and as a judicial intern for the Honorable Susan G. Braden in the United States Court of Federal Claims.

Anthony Krueger

Nathan is an associate in the Litigation Department of Morrison Foerster’s San Francisco office and a member of the firm’s Global Ethics + Compliance, Investigations + White Collar Defense, and FCPA + Global Anti-Corruption Groups.Nathan’s practice focuses on assisting clients with internal and government-facing investigations and conducting anti-corruption, human rights, and other compliance-focused due diligence in connection with acquisitions and other transactions. Nathan also performs day-to-day counseling on a broad range of compliance issues, including developing risk mitigation strategies and drafting compliance policies. He has experience representing clients in complex litigation and corporate governance disputes.Before joining the firm, Nathan was a summer associate at Morrison Foerster as well as a judicial law clerk for the Honorable Andrew G. Schopler in the Southern District of California and a law clerk for the U.S. Attorney’s Office in the Northern District of California. He also previously served as an infantry squad leader for Easy Company, 2nd Bn, 7th Marine Regiment and Sergeant of the Guard for Marine Corps Security Force Battalion, where he received the Navy and Marine Corps Achievement Medal.During law school, Nathan was editor-in-chief of the Berkeley Journal of International Law and an articles editor of the Berkeley Journal of Criminal Law. Nathan was also president of the Boalt Association of Military Veterans and the international project director for the Berkeley Law Anti-Trafficking Project.
