Locke Bell is a senior associate in Morrison Foerster’s Chambers Tier 1 Government Contracts Group. His legal acumen, practical advice, litigation skills, and client service have earned him a reputation beyond his years. Locke is recognized as a leading authority on intellectual property in government contracting, as well as in the burgeoning field of other transaction agreements (OTAs) and nontraditional contracting methods supporting federally funded research and development. He is also one of only a few practitioners adept at the intersection of procurement law and corporate transactions, where he advises purchasers and sellers on compliance with government contracting regulations, government rights in company IP, and transferability of small business contracts, among many other things. He is a leader in the bar, serving as a co-chair of the ABA Public Contract Law Section’s Intellectual Property Committee, and previously as co-chair for the ABA International Law Aerospace & Defense Industries Committee and Advisory Council.
Ann Lilienthal is a Washington, D.C.-based partner in Morrison Foerster’s Agency Finance and Project Finance Groups. She provides elite service to agencies and other lending institutions on some of the most sophisticated projects around the globe.
Multilingual, Ann is capable of managing and negotiating complex transactions in English, Spanish, and French, further bolstering the global nature of her practice. She is focused on projects relating to emerging markets, including Latin America, Central and South Asia, Africa, and the Middle East. Ann and the Chambers Band 1-ranked Agency Finance team have advised clients on transactions in over 80 countries in some of the most complex cross-border deals. Ann counsels clients on the development and financing of projects in a variety of sectors, including energy (conventional and renewable), financial services, housing, education, hospitality, investment funds, manufacturing, micro-finance, telecommunications, and transportation and other infrastructure. Breaking new ground in the agency finance space, she has recently driven a number of hospitality projects forward in challenging markets such as Ethiopia, Ukraine, and Georgia.
