Joseph Folio is a trial lawyer and partner in Morrison Foerster’s Global Antitrust Law, Congressional Investigations (co-chair), Crisis Management, and Data, Cyber + Privacy Groups, with more than a dozen years of experience leading complex government investigations and high-profile litigation.Joe has extensive experience in cartel investigations, congressional investigations, and complex civil litigation. Having served in all three branches of the federal government, and with his experience in both criminal and civil litigation, Joe is able to leverage his insider knowledge across a variety of enforcement perspectives to guide clients through difficult cases. He is also a member of our global Sustainability + Corporate Responsibility steering committee.As a prosecutor in the Antitrust Division of the U.S. Department of Justice (DOJ), he investigated companies and individuals involved in domestic and international antitrust cartels. Among them, he oversaw all aspects of the investigation into generic pharmaceuticals as the case’s chief of staff, including the handling of the parallel multidistrict litigation case brought by several state attorneys general and private plaintiffs. He also prosecuted and investigated cases in the international freight forwarding industry and cases involving bid rigging in state infrastructure projects.Prior to joining Morrison Foerster, Joe served as Chief Counsel for the Committee on Homeland Security & Governmental Affairs, the chief oversight committee of the U.S. Senate. In this position, he oversaw a variety of investigations, including the coordination of investigations with other Senate and House committees with overlapping jurisdictions. He also advised the committee on all policy issues falling within its broad jurisdiction, including cybersecurity, border security, domestic terrorism, election security, supply chain security (including 5G policy), and reforming the National Emergencies Act. Joe advised committee members on oversight of the Cybersecurity and Infrastructure Security Agency (CISA) within the Department of Homeland Security, legislation providing CISA with administrative subpoena authority, the creation of the National Cyber Director, and oversight of government and private efforts to protect against and respond to cyber breaches and ransomware attacks.While at the Federal Programs Branch of the DOJ’s Civil Division, Joe handled complex, high-profile litigation, focusing largely on national security matters, and his clients included the FBI; the Departments of Defense, Homeland Security, and State; and several members of the U.S. Intelligence Community. He also represented the Export-Import Bank against multiple administrative and constitutional challenges. Due to the cutting-edge nature of this litigation, he has experience navigating the inter-agency process when cases raise novel legal or policy issues that must be resolved at the highest levels.Joe received his B.A., magna cum laude, in philosophy and government from Georgetown University; M.A. with honors in national security studies from Georgetown University; and J.D., cum laude, from the George Mason University School of Law. After graduating from law school, Joe clerked for the Honorable Richard L. Joseph Folio III

Partner

Kim Hamm is co-chair of Morrison Foerster’s Congressional Investigations and Securities Enforcement practices and a partner in the firm’s Investigations + White Collar Defense practice. Kim has served in senior positions in the U.S. Congress and Securities and Exchange Commission (SEC), providing her with the political acumen and legal judgment needed to advise clients on successfully navigating the challenges of today’s increasingly polarized environment. Leveraging her private practice and senior government experience, Kim advises public companies, financial institutions, technology firms, and nonprofits on high-stakes state and federal investigations. She has represented corporate clients in matters before multiple House and Senate committees, bringing deep insight into both the investigative process and the broader political context. Kim’s experience in congressional investigations spans nearly all congressional committees. She most recently served as General Counsel to a former Speaker of the U.S. House of Representatives, where she oversaw congressional investigations across committees and provided strategic legal advice to House leadership and committees. Earlier in her career, Kim served as a senior lawyer in the Office of the General Counsel in the U.S. House of Representatives, where she advised nearly all House committees on investigations and litigation and represented them in subpoena enforcement litigation, including In re Subpoena of James Comey (D.D.C.), Bean LLC d/b/a Fusion GPS v. John Doe Bank (D.D.C.), and Comm. on Oversight & Gov’t Reform v. Lynch (D.D.C.). She also conducted investigations as Chief Counsel for Investigations on the Senate Rules Committee. From 2019 to 2021, Kim served as Chief Counsel to the Chairman of the SEC, where she guided regulatory initiatives across all divisions of the Commission and advised on significant legal and policy issues spanning cross-border regulation, financial stability, major market events, and congressional oversight. Kim also led advocacy and external engagement for a leading global asset management firm in the areas of financial stability, corporate governance, and regulatory frameworks impacting investment funds. Prior to joining MoFo, Kim was the head of the congressional investigations practice at another major law firm. Kim began her legal career in the litigation department of an international law firm, where she practiced for more than a decade in New York and London, representing clients in complex securities, compliance, antitrust, insurance, regulatory, and internal investigation matters. Kimberly Hamm

Carlos Felipe Uriarte, former Assistant Attorney General for the Office of Legislative Affairs at the Department of Justice (DOJ), is co-chair of Morrison Foerster’s Congressional Investigations practice. Carlos draws on his extensive experience conducting and defending against congressional investigations, working at the highest levels of the DOJ and in Congress, and serving in senior in-house compliance and regulatory roles to represent clients facing complex and high-stakes government investigations and enforcement actions. Following his nomination by the president and unanimous confirmation by the Senate, Carlos served as Assistant Attorney General for the Office of Legislative Affairs from 2022 to 2025, leading a team of approximately 50 legal professionals responsible for all aspects of the DOJ’s critical and high-stakes relationship with Congress. A member of the Attorney General’s senior leadership team, Carlos set legislative strategy for the Department, regularly advised DOJ leadership on complex legal and policy objectives, and orchestrated the Department’s responses to the highest profile oversight and investigative requests from Congress. In this role, Carlos testified before the House and Senate Judiciary Committees, met regularly with lawmakers on the Intelligence, Financial Services, Banking, and Commerce committees on both sides of the Capitol, and negotiated high-stakes matters directly with congressional leadership. Carlos has played a pivotal role in many of the highest-profile congressional inquiries over the past two decades. His career in Congress included serving as Chief Counsel for Investigations on the House Select Subcommittee on the Coronavirus Crisis, as Counsel on the House Committee on Oversight and Government Reform, and as judiciary and oversight counsel to Representative Judy Chu. Additionally, Carlos held significant roles in the executive branch, where he served as Associate Deputy Attorney General in the Office of the Deputy Attorney General at the DOJ, and as Senior Counsel in the Office of the Secretary of the Interior. During law school, Carlos was a law clerk to Senate Judiciary Committee Chairman Arlen Specter. Additionally, Carlos has senior in-house experience building and leading internal compliance functions and engaging with government regulators. Before rejoining the DOJ in 2022, Carlos served as a senior compliance executive at a Fortune 100 financial institution and led the legal regulatory team at an innovative and venture-backed healthcare technology startup. Carlos clerked for the Honorable Juan R. Sánchez of the U.S. District Court for the Eastern District of Pennsylvania. He earned his B.A. magna cum laude from Washington University in St. Louis and his J.D. from the University of Pennsylvania Law School, where he was a James Wilson Fellow in Law and Technology.
