Mr. Fischer’s practice focuses on financial services law. For over 35 years, he has advised a wide variety of financial institutions, data firms, and other companies across the United States on the full range of financial services, payment system, and retail banking issues. His practice has a special emphasis on data security, privacy, ecommerce, technology, and joint venture issues. He also serves as Washington Counsel for Visa.

Mr. Fischer has written and spoken extensively on various aspects of financial services law and has lectured on these subjects at several law schools. Among other publications, Mr. Fischer is the author of a treatise on privacy and information practices entitled The Law of Financial Privacy (3rd ed.), published by A.S. Pratt & Sons. He also is Editor-in-Chief of the Privacy and Information Law Report, published by West Legalworks. Mr. Fischer has been named one of Washington’s top banking and privacy lawyers by the Washingtonian magazine (2004); he also is listed in The Best Lawyers in America (2006-2008) and Washington DC Super Lawyers (2008) as a leader in the field of banking law. He was named in the Chambers USA Guide to America's Leading Business Lawyers as a leading lawyer in financial services law (2006-2008) and in privacy and data security (2008).

Mr. Fischer received his B.A. degree from the University of San Francisco in 1965 and his J.D. degree from Hastings College of the Law, University of California, in 1970, where he was on the Editorial Board of the Hastings Law Journal. He has been a partner of Morrison & Foerster since 1976, and practices in the firm’s Washington, D.C. office.
