Mr. Scanlon is an associate in the Financial Services Practice Group in the Washington, D.C. office of Morrison & Foerster.

Mr. Scanlon’s practice focuses on regulatory matters related to managing information about consumers, such as compliance with the Fair Credit Reporting Act, the privacy and security requirements under the Gramm-Leach-Bliley Act, and the customer identification requirements under the USA PATRIOT Act. His practice also includes other matters involving financial products and services, including payment transactions in electronic commerce.

Mr. Scanlon wrote a chapter of ‘Employee Privacy: Guide to U.S. and International Law’ regarding compliance with security breach notification laws. The guide has been published in two versions by A S Pratt & Sons and Thompson Publishing in September 2007.

Prior to joining Morrison & Foerster, Mr. Scanlon served as Counsel to the Board of Governors of the Federal Reserve System, where he was principally responsible for advising the Board on implementing numerous regulations under the Fair and Accurate Credit Transactions Act, the Fair Credit Reporting Act, the USA PATRIOT Act, and the Gramm-Leach-Bliley Act. Mr. Scanlon also worked on various litigation and supervisory matters, including several matters involving compliance examinations with the Board’s regulations.

Mr. Scanlon graduated magna cum laude with a B.A. degree in political science, and also earned an M.A. degree in political science from the University of California, San Diego. He received his law degree from the School of Law (Boalt Hall), University of California, Berkeley. After graduating, Mr. Scanlon served as a law clerk to the Honorable W. Louis Sands, United States District Court, Middle District of Georgia.
